Open new image150 X 150 Transparent. Fill with a dark grey #808080.
Save as grey.pspimage (version 8
-9 & X) in your folder Bump-Maps in PSP.

Open new image 500 X 500 transparent
so
 we have lot's of room to work in.
Right click on this glass pattern,
copy and paste in PSP as a new image.

If you like to colorize your glass first:
Adjust >
Hue and saturation > Colorize.

If you have your glass the way you like it, we work with that.

Hit Shift D and copy your glass.
Minimize one copy for now.
Effects > Artistic effects > Balls and bubbles.

Preset 'Reflecting ball'.

I will go through the following steps one by one.

Tab 1: Shape

Tab 2: Surface > Color at light grey.

Tab 3: Maps > Find your grey.pspimage.

Tab 4: Illumination > Choose a matching color.
For this yellow ball the illumination settings were just fine.
If your ball has a false light,
try another color on the same color range.
FE,  you use a purple glass... then use a dark purple.
If needed
, do the same on the other lights.

Apply.

Selection tool to circle.
Feather 0.


Draw a circle over your ball. Start in the middle.
Your glass pattern is 200 X 200 so your middle is 100 X 100.
Look in your taskbar.

Copy this selection and go to your 500 X 500 image.

Paste as a new layer.
It's centered at the same time.

We make a mark in the middle. Use the pen .

Foreground color to black.
Find point 250 X 250.

Place a dot on that point.

Draw a circle with selection tool.
Start on your dot.

If you find this hard:
Selections >
All.
Selections >
Float.
Selections > Modify > Contract 30 or 35 pixels.

Hold Ctrl-key and draw a second circle, start in the middle again.
Sorry but I don't know how to do this another way.

Make sure there's not to much space between the two selections.
First one below has to much. The second one is just fine.
If it's to much:
Selections > Modify >
Contract 1, 2, or 3 pixels.
 

Effects > 3D effects > Inner bevel.

Color depends on the color you use, experiment.

Copy selection and paste as a new layer.
Looks like nothing has changed, but it's there.
Lock last pasted (top) layer.

Activate your ball layer (=blue).

Selections > None.

Again > Select, starting in the middle and
exact in the middle of your beveled edge.

New layer.

Fill selection with a color you like.

Effects > Plugins > Filter Factory Gallery B > Accelerating Glass.

Selections > None.
Merge visible layers.
You have two layers now. Top layer is still locked.

New layer.

Go find yourself some gems to decorate.
Pearls, diamonds or others.
I added some in the ZIP for you.

Copy the layer with your first gem.
Paste as a new layer.
With this   icon in your toolbar it's easier.
See here how to add.

Move this Gem against the first .
Repeat till you're almost done half your ball.

Lock your ball layer.
Make sure you're on a gem layer (=blue).

Merge visible.

Layer palette > Duplicate.

Image > Mirror.

Fill remaining space with gems.
Paste a last one in the middle.
You can resize this one with 150 o
r 200%.
All layers unchecked.

Open your top layer.
Your beveled edge aligns with your gems.

Merge visible layers.

Open the copy of your glass pattern.
Selection to pentagon.

Select a small part and copy.

Paste on your image with your ball.
If you have the shape pointed up. 
Image >
Flip.

Layer palette > Move below your ball layer.

Open  MD-Top (ZIP) and copy.
Paste as a new layer on your ball.

Merge visible.

Your Frosty Ornament is done.
