What you need:
PSP
Download a 30 day trial here.
The Materials: Download here.
Open all images from the ZIP in PSP.
Eye Candy 3.1. Download here.
Save the filters in your plugins folder in PSP.
Close and restart PSP otherwise your filters won't work.

Open the font
and minimize to your taskbar.
You will see the font in your text tool.

The tubes are made by my friend Trudie. The girl in Poser.
She gives us all permission to use these tubes.
You will find more wonderful tubes on her site Trudie's Design.
Thank you Trudie..... You are a great artist.

Save often.
Let's go
. Good luck.....

Open a new image 400 X 400 > Transparent.

Fill your image with black.

Layers > New raster layer.
Fill this layer with #566d98.

Open the MD-mask-14.jpg from the ZIP.
This mask was made by me from scratch.
I have a lot more self made masks here.

Layers > New mask layer > From image.

Find the MD-mask-14.jpg.

Apply.
Layers > Merge > Merge group.

Open the TL-poodlegirl.psp and copy.

Edit > Paste > Paste as a new layer.
Move the tube to the left as on the screenshot below.

Open the TL-poodle.psp and copy.

Edit > Paste > Paste as a new layer.

Move the tube to the left as on the screenshot below.

Layers > Merge > Merge all flatten

Click and find the BankGothic Lt BT font (in ZIP).
Size 20 > Stroke 0,0 > Anti-alias checked or "Sharp". All Capitals.

Type "A ROCKING".

Layers > Convert to raster layer.

Put the text like on the screenshot below.

Type "FOR YOU!".

Put the text like on the screenshot below.

Click again.
Put in these settings: Vector > Directions: Down (see second hand in
screen) > Size 42 > Stroke 0.0 > Align center > Kerning - 250.
Can't find
Kerning?.... Click one of the little black arrows (blue hand).
Anti-alias 'smooth' or checked.

Type "WELCOME".
For PSP 7 users I added the text to the ZIP.

Put the text like on the screenshot below.

Effects > Plugins > Eye Candy 3.1 > Glow > Color grey: #dddddd.

Apply.

Selections > Select all.
Selections > Float.
Selections > Defloat (PSP 8 & 9).
Sounds silly but that's how it works.

Layers > Merge > Merge all flatten

In your Layer Palette > Duplicate.

If all went well you are on the top layer (= blue).

Adjust > Sharpen > Sharpen more.
Do this two or three times.

Selections > Select none.

Save your tag as poodleskirt.psp.

Animation Shop doesn't recognize the PSP 8 and 9 extensions
*.pspimage so you have to save as PSP 6 or  7 file. Do it like this:
Save as > Click options and choose save as PSP 7 or 6 compatible file.

Open Animation Shop (AS) .
Get your file, you have 2 frames.
Click Ctrl A to select both frames.

Animation > Frame properties > Set to 75.

As you will see this gives a 50's - 60's Neon light effect.

Click  to play. Save as GIF.
