Save your tag as Patriotic-tag.psp.

Animation Shop doesn't recognize the PSP 8 and 9 extensions
*.pspimage so you have to save as PSP 6 or  7 file. Do it like this:
Save as > Click options and choose save as PSP 7 or 6 compatible file.

Open Animation Shop (AS) .
Get your file, you have 3 frames.
Click Ctrl A to select all frames.

Animation > Frame properties > Set to 5.

As you will see this gives a 50's - 60's Neonlight effect

Your Patriotic Tag is done.
