trial here. Filter Factory Gallery H (free) download here.
I used Eye Candy 3 on my text. Get it here.
Extract the filters to your plugin folder in PSP.
Close PSP, restart so your filters will work.
The ZIP with materials: download here.
Extract the Kruisarcering.bmp (Crosspattern) to your Pattern folder. Open the tube and the MD-Daisy.psp in PSP.
Let's begin.....

Open MD-Daisy.psp shape in PSP.
Effects > Texture-effects > Sculpture > #63434A.
Look for the Kruisarcering.bmp pattern.
In PSP 7convert to raster.
In all other PSP versions confirm converting.
Open MD-Charleston.psp and copy. Edit > Paste > Paste as a new layer.
Effects > Plugins > Filter Factory H > Zoom Blur.
Adjust > Blur > Gaussian blur at 3.
Again: Edit > Paste > Paste as a new layer.
Repeat FF Gallery H but Amount at 75 and Adjust at 110.
Again: Paste as a new layer.
Layers > Merge > Merge visible layers.
Foreground color to #E19EBF Background color to #986671.
Click
and use an elegant font.
I used ChaseCallasSH (in the ZIP).
B for Bold > Size 72 > Centered > Stroke 2,0.
Image > Rotate > Free rotation > 20
Left > All layers unchecked.
Effects > 3D-effects > Drop shadow.
With place your text where you want it on your image.
You can animate your text.
Lock off your background.
If you have more text lines, merge visible.
To animate you can use the noise method I did explain in this tutorial.
In the animation on top I used the noise effect (Gaussian Blur) 3 times.
First one at 40, second on 35 and the last one at 30.
Edit in AS and save as a GIF.
In AS I used this color #879FC3, because I use it on a blue background.
Speed is 5 or 10 frames per second.
Your Charleston Tag is done.
