(PSP all versions)

What you need:
Corel PSP. Download a 30 day trial here.
The
PSP 7 light-effect presets. Download for PSP 7 here.
Unzip the presets in your Preset Folder of PSP 7.
For
PSP version 8 you can download the presets here.
For
PSP versions 9 & 10 you can download the presets here.
Unzip the presets into your Preset Folder in My Documents.
If that doesn't work, unzip in your Preset Folder of PSP.
Materials:
Download here.
Open all images in PSP.

This tutorial can only be done if you have Animation Shop (AS).
If you are a new PSP user and you only have PSP X without AS, you
can download AS for free at Jacs:
http://FTP.jasc.Com/pub/en/ani311en.exe .

Save often.

This tutorial is done in PSP 9.

Open one of the 5 Halloween images from the ZIP or
use one of your own. All 5 images are royally free.

Selections > Select all.
Selections > Modify > Contract with 20 pixels.
Selections > Invert.

Layers > New raster layer.

Fill the selection with #405b80 or another matching color.
You can change the color to a color that matches your image.

Effects > 3D effects > Inner bevel > Color #405b80.
Inner bevel color:
You can adjust this color to the color of your frame.

Effects > 3D effect > Drop shadow > Color black.

Repeat the drop shadow but now Vert. and Horiz. to - 5.

Open the MD-skullbanner.psp and copy.

Edit > Paste > Paste as a new layer.
Move the banner on your border.

Give the banner a drop shadow at 5.

Don't merge yet.

Open the MD-Moon.psp and copy.

Edit > Paste > Paste as a new layer.
Move the moon against the border like
on the screenshot below (no drop shadow). 

In your Layer Palette
> Move the moon layer down until
it falls behind your frame (= 2nd layer from the bottom).

There is a nice dripping Halloween font in
the ZIP incase you want to make your own text.

Now take a pick of the Halloween tubes from
the ZIP and decorate your Tag as you like.
Don't use the lightning tube, that one is meant for the animation.
Give every tube you use (except the ghost) a drop shadow at 5.
When using the ghost tube, the opacity of the layer to
70.
The mode of the ghost layer has to be put to "Overlay".

This is how mine looks like:

If you want to add a watermark, do it now.

Layers > Merge > Merge flatten.

In your Layer Palette duplicate the layer 5 times.
You must have 6 layers in total. Count them.

Lock the top layer.
Select the second layer from the top (=blue).

Effects > Illumination effects > Lights > Preset MD-Lights-1.

For PSP 7:

Apply and immediately lock this layer.

Select the layer beneath (= blue).

Effects > Illumination effects > Lights > Preset MD-Lights-2.

For psp 7:

Now open the MD-Lightning-1.psp and copy.

Edit > Paste > Paste as a new layer.
Move the light streak against the brightest part at the top.

Now lock your layers as on the screenshot below:

Layers > Merge > Merge visible layers.
Lock the merged layer.

Unlock the third layer from the bottom and select it (=blue).

Effects > Illumination effects > Lights > Preset MD-Lights-3.

For PSP 7:

Now open the MD-Lightning-2.psp and copy.

Edit > Paste > Paste as a new layer.
Move the light streak against the brightest part at the top.

Lock the layers as on the screenshot below:

Layers > Merge > Merge visible layers.
Lock the merged layer.

Unlock the layer above the background layer (=blue).

Effects > Illumination effects > Lights > Preset MD-Lights-4.

For PSP 7:

Lock this layer and open the background layer (=blue).

Effects > Illumination effects > Lights > Preset MD-Lights-1 again.

Unlock all layers.

Save your file as halloween-ani.psp.

PSP 7 users can just save as.
PSP 8 - 9 and 10 users......
Because Animation Shop doesn't recognize *.pspimage you have to save as *.psp.
This can be done in 2 different ways:

Use this one for all early 8 and 9 versions.
Animation Shop doesn't recognize *.pspimage from
 PSP 8 and 9 so we save as a PSP 7 or 6 file. Like this:
Save as > Click options and save as a *.PSP 6 or 7 compatible file.

Use this one for the latest versions.
The latest PSP 9 and all PSP X versions have the option to
directly save as PSP for Animation Shop.
Look in the pull down menu and select Animation Shop (*psp).

Open your halloween-ani.psp in Animation Shop (AS).
You have 6 frames. Zoom in and out again. Now you see them.
Click Ctrl-A to select all 6 frames.

The frames are in opposite order so we are going to correct that first.

Animation > Reverse frames.

Animation > Properties for frame > Set your frame time to 100.

Apply.

Now click the frame with the small light streak.
Now you see it
's the only frame with a blue border.

Animation > Properties for frame > Set your frame time at 20.

Now click the frame with the larger light streak.
Now you see it
's the only frame with a blue border.

Animation > Properties for frame > Set your frame time at 30.

When done, click to play your animation.

Save your Halloween Tag as Gif and you are done.
