Here's how it looks in a top scroll. This scroll is made with another image.
What you need:
VM Toolbox - Tiler. Download here.
Extract to your folder plugins in PSP 7 or PSP 8.
Attention!! I had to configure VM Tiler filters first, using
PluginCommander. Before that.... it didn't work.

Close PSP and restart, so your plugin will load.
Other materials download here.
Extract !CircleGradient.msk to your folder Masks in PSP.
Open Annika.jpg and the tube in PSP.
Save often.
Let's go. Good luck.....
Open image by Annika von Holdt (is in the ZIP).
Hit 2 times Shift and D key to copy twice. Close the original.
We will start with the base scroll from the first copy.
Effects > Plugins > VM Toolbox > Tiler.
Apply.
Select (feather 0) the bottom part.
Copy and paste as a new image.
Image > Resize to 50%.
Effects > Image effects > Seamless tiling.
Apply.
Save this part as Annika-bg.jpg in your stationery folder.
You can close this background now.
Let's move on to the scroll.
Selections > Invert.
Image > Crop to selection.
Save this part as Annika-scroll.pspimage and minimize for now.
Open your second copy.
Image>
Resize to 60%.
Adjust > Sharpen >
Sharpen.
Layers > Load masks >
Load mask from disc.
Confirm the merging.
Apply.
Layers > Delete.
Confirm merging.
Copy Annika and paste as a new layer on your scroll.
With mover tool place her over the left rose.
Effects > Edges > Enhance.
Layer palette > Duplicate.
Image > Mirror.
Open pleat tube 1.tub (in the ZIP).
Copy and paste as a new layer on your scroll.
With move to the bottom of your scroll.
Effects > 3D Effects > Drop shadow at - 4 en 0.
Merge all layers.
Image> Resize to 85%.
Adjust > Sharpen >
Sharpen.
Save your scroll asAnnika-scroll.jpg in your stationery folder.
