What you need is PSP 8 and this ZIP.

Right click > Copy and paste in PSP.

Open your image.
An image in landscape < ---- > works best.
Size must be about 400 pixels width, preverently not bigger.
Shift D to duplicate.
Selections > All.
Selections > Modify > Contract
with 25.
Selections > Invert.
Effects > 3D Effects >
Inner bevel.
Keep selected.
In your toolbar find the button 'Emboss brush'.
These settings:
With one stroke go round your beveled selected part, emboss the whole area.
You can best use size 32 to do that.
In the same menu find 'Push'.
These settings:
Push the selected part in one stroke.
Effects > 3D effects>
Drop shadow.
Repeat > H and V at -2.
Copy.
Selections > None.
Paste as a new layer.
Image > Resize 75% (all layers unchecked).
With your wand click the middle of the small frame.
Selections > Modify > Expand 3 pixels.
Layers > New raster layer.
Open Scene-2.jpg.
Copy and close the original. Edit > Paste > Paste into selection.
In your layer palette, set opacity to 50%.
Place this layer below the layer with the small frame.
Keep selected.
You must have this now.
New raster layer.
Effects > 3D effects >
Cut out.
Repeat with Vert. and Horiz. at -2.
Selections > None.
Activate your top layer (small frame) raster 1 (= blue).
Repeat the drop shadow at 1 en -1.
