New image 300 X 300 > Transparent.

Layers >
New raster layer.
Fill with a color from your picture. I used #EFDFDF

Plugins > Filter Factory Gallery P > Frame 11.

Play with the sliders (red-, green en blue mix) till
you're satisfied with the color. Frame size
at 134.
Apply.
You can also colorize it afterwards.

Take your wand

(tolerance 25).
Click in the middle part.
Selections >

Hit delete.

Selections >

Effects > 3D
effects > Inner bevel.

In your Layer Palette, select layer 1.

Copy your image.
Paste as a new layer. Move in place.
Layers > Merge > Merge visible layers.

Open the corner-tube in  PSP.
Colorize if you want. I used 5 - 85.

Copy the tube and paste as a new layer.
Move in the corner. Give a drop shadow.

Duplicate that layer.
 Image > Mirror.
 Layers > Duplicate.
Image > Flip.
Layers > Duplicate.
Image > Mirror.
Layers > Merge > Merge all layers.

Make the color you picked in step 1 your foreground,
for your background, click the little arrow.

Image > Add borders > 10 Pixels > Symmetric.

Selections > All.
Selections > Modify > Contract 10.
Selections > Invert.
Now your border is selected.

Effects > Plugins > Filter Factory P > Frame 11.

Apply.
Still selected.

Use these settings and apply.
