Optional
: a pearl border tube. Download here.

Export the tube to your picture brushe in PSP.
Unzip the plugin in your Plugin map.
Close Paint Shop Pro.
Restart PSP so the filter will be loaded.

Save your work often.

Open the picture you want to frame.
I picked this rose:

Duplicate: Shift D and close original.
Make sure your picture is a square.
If not,
do so with the crop tool .
Cut out a square and crop your image.
Minimize for now.
Open new image 300 x 300
> Transparent.
Save as a PSP file.
Fill with any color.
Plugins
> Alf's Border FX pick Gear.

Select the white with your magic wand and hit delete once.
Selections
> None.
Effects > Texture effects > Sculpture.
Choose preset silver and apply.
Click with your wand in the white part.
Go to selection
> Modify > Contract with 1.
Hit delete.

If you did this right, you must have this:

Save as PSP file.
Selection
> Expand with 2.
Selections > Save in alpha channel.
Easy if you ever want to change the picture.
 Selections
> None.

Layers
> New raster layer.
Move layer 1 below layer2.
Layer 2 is your active layer. Check if it's blue.
Selection
> Load from alpha channel.

Open your picture and copy.
Edit
> Paste > Paste into selection.
Save your psp file.
Minimize your frame
for now.
Open new image 400 x 400
> Transparant.
Go to shapes and choose Glasses 5.

Draw these glasses on your new image.
In your layer palette > Click the plus sign + on layer 2.

Now the + (plus) from Glasses 5.
You get a whole range of vector layers.
Put the glasses on the following layers:

Layers > Convert to raster.
Opacity of this later to 50.

Save your glass for future use.
You always can colorize in a color that fits your image.
Copy the glass.

Activate your saved frame.
Your selection is still active.
If not > Load from alpha
channel.

Activate layer two.
Layers > New raster layer. Name it gla
ss.

Selection > Modify > Expand with 2.
Edit
> Paste > Paste into selection.

You must have this now:

Leave it this way or activate layer 1 (frame)
and colorize with a color that fits your image.
I picked hue 255 saturation 50.

Optional:
Decorate your frame with the pearl tube
.

I colorized the tube the same way as I did the frame.
You're done!
