What you will need:
Plugin Funhouse Volume 1. Download it
here.
Unzip to your folder plugins in PSP.
The ZIP with the photo corner and diamond. Download
it here.
An image of your choice or you can use this one:

Save often.
Let's go. Good luck.....
Foreground
to white and background to black
Layers > New
raster layer.
Fill with black.
With shapes
choose Gear 5.
Only check Anti-alias. Width 15.
Draw your shape.
Start at point 25x25 and end at 255X255.
Look in your taskbar.
If you have trouble setting
the gear in the middle....
Cut and past. It will be centered for you.
With your wand
select the white edge.
Selections > Modify >
Expand 1 pixel.
Foreground color to #E7B5B5 or one that
suits your image. Fill the selection.
Effects > 3D effects >
Inner bevel.
Shadow color must be gray.
I used 255 X 75 but you can use any color that
match your image.
Copy and paste the tube on your frame.
With
move your corner to the top left corner.
Layer palette
> Duplicate.
Image > Mirror.
Lock of your background layer.
Activate one of the other layers (= blue).
Layers > Merge >
Merge visible.
Keep your background layer locked.
Layers > Duplicate.
Image > Flip. Layers > Merge visible.
Open your background layer again.
You have two
layers.
Activate your merged border layer.
Layers > Duplicate.
Resize 80%
> All layers unchecked:
Effects > Sharpen >
Sharpen.
Layers > Merge > Merge all layers.
Promote your background to layer.
With your wand
select the middle black circle (Gear 5).
Selections > Modify >
Expand with 1
pixel.
Hit delete.
Keep selected.
You can save this frame to your folder frames
in PSP at this point, use extension.pfr.
Layers > New layer.
Selections > Modify >
Expand with 1
pixel.
Copy your image, square pictures are the most
suitable.
You can crop
if needed.
Edit > Paste > Paste into selection.
Move this layer below layer 1 in your layer
palette.
Layers > Merge > Merge all layers
flatten.
Open the diamond tube you found in the ZIP in PSP.
Copy and paste on your frame.
Selections > None.
With
put in place.
Repeat the steps duplicate, mirror and flip, you
did with the corner.
Merge all layers flatten.
For use in a stationery
> Resize.
Image >
Resize with 70%.
Effects > Sharpen >
Sharpen.
Your High-Light frame is done.
