Fractal Frame

What you need is in this ZIP.
Unzip B_CircleGradient.msk to your folder Masks in PSP.
Look for a nice Fractal, use one of mine or make your own.
At Google you can search for a fractal on color:
Pink - Green - Yellow - Blue - Red etc.
Click these links. Please do respect any copyrights.
You also need an image. Here you find flowers
or use the ones provided in the zip.

Here you find wonderful images by Vovo Tzeng (2 different sites).

Save often.
Let's go. Good luck.

Background color black. Open the Orchid.jpg.
Image > Add borders > 15 Pixels > Symmetric.

Select the black border with your wand  .
(feather 0 > tolerance 25).

Open the Fractal-1.jpg you found in the zip and copy.

Go back to your image. Paste into selection.
Selection > Invert.
Layers > New raster layer.
Effects > 3D effects > Cut out.

Apply.
Layers > New raster layer.
Repeat the cut out, but with Vert. and Horiz. at - 3.

Keep selected.
Layers > Merge > Merge all layers.

Selections > Invert

Effects > 3D effects > Outer bevel.

Effects > 3D effects > Inner bevel.

Add borders > 25 Pixels > Symmetric.
Select the black border.

Open the fractal-3.jpg you found in the zip.
Copy and paste into selection.

Selections > Modify > Contract with 5 pixels.

Effects > Geometric effects > Punch percentage at 50.

Effects > 3D effects > Drop shadow:

Repeat but with Vert. and Horiz. at - 2.

Image > Add borders > 10 Pixels.
Select your border.
Copy fractal-1.jpg again.
Edit > Paste > Paste into selection.

Repeat the bevels as before.

Selections > None.
Open your image.

Resize your image to exactly 300 height.
Like this:
Image > Resize:

Masks > Load from disc > B_CircleGradient.msk.
Masks > Invert.
Masks > Delete.
Confirm the merging.

Copy....
Edit > Paste > Paste as a new layer .

Layers > Merge > Merge all layers flatten.

You can add some tubes as finishing touch.
I used the Chinese signs I provided in the zip.
One means happiness  the other Heaven and Earth.

Your  Fractal Frame is finished.

You wish to make images like below?
Fractals here - Flowers h.
Open new image 400X400.
Selections > All.
Copy your fractal and paste into selection.
Open your image.
Height 300.
Copy and paste as a new layer.
Drop shadow 2 en - 2.
Layers > Merge > All flatten.
Selections > Modify > Expand 25.
Image > Crop to selection.
Selections > Select all.
Selections > Modify > Contract with 25 pixels.
Selections > Invert.
Add borders like you did in the tutorial. 
Play with your borders.
Add a single colored one or use blinds.
