Fool Around Frame.

What you need:
Filterfactory P: download here.
Unzip and put in your plugins folder in PSP.

Pay attention!!
If the filter won't work, you sometimes need a
file MSVCRT10.DLL download here.
Unzip and put in your Windows/System directory.
You may not need it, but you never know.
Fore some filters (f.e some FF filters)
it is necessary to change the file extension.
You can use the plugin commander to do so. Download here.

Restart PSP or your filter won't work.

Save often.
Let's get started. Good luck!
Open an image or use this one.



Open new image 300 X 300 > Transparent.

Layers > New raster layer.
Fill with a color that's in  your picture. I used #30279F
Effects > Plugins > Filter Factory Gallery P  > Frame 1.



Push the sliders (red 1 + 2, green 1 + 2 en blue 1 + 2)
till you're satisfied. Frame size on 73 and effect scale on 45.
Apply.

Take your wand (tolerance 25) > Click in the middle part.
Selections > Modify > Contract  5 pixels.

Copy your image. 
Edit > Paste > Paste into selection.
Effects > 3D effects > Drop shadow

Repeat but with H and V on - 2.

Selections > Invert.

Effects > Geometric effects > Twirl.

Repeat twice.

Selections > Invert.
Repeat the drop shadow but this time 4 and  - 4.
If all went well, you've got this:

Toggle your colors

Pick the green from the picture as a foreground color.
I used #30279F

Image > Add borders > 20 Pixels.

If the message pops up, all layers merged, click yes.

Selections > All.
Selection > Modify > Contract with 20.
Selections > Invert.
Repeat the three steps with the twirl.

Selections > All.
Selections > Modify > Contract with 10 pixels.
Selections > Invert.
Fill your selection with the color you picked.
I used #008858.

Still selected:
Effects > 3D  effects > Inner bevel.

Still selected.
Effects > Texture effects > Blinds.

Repeat but put a dot in horizontal.

You're finished!!
