What you need:
PSP 8. Download a 30 day
trial here. Silver pattern, an image and the font: Download here.
Texture filter download here.
Extract to your plugins folder in PSP.
Close and open PSP to make your filter work.
Save often.

Background color to pattern and find MD-Silver.jpg.
Foreground color to #1E497A or use to pick a color from your image.
Open a new image 350 X 350, transparent.
Fill with your foreground color.
Effects > Plugins > Texture > Texturizer.
Open the font and minimize it.
You see it in your text menu.
Click
in the middle of your image and use Frames and Headers (in ZIP).
B of Bold > Size 150 > Stroke 0,0 > Anti-alias checked.
Type the letter o.
With resize.
Leave a small part free on all sides.
Convert to raster.
Cut your silver frame and paste as a new layer.
Now you know for sure your frame is in the middle.
Edit > Paste as a new image.
Put aside for now (minimize), you'll need it later.
Lock your background layer of your original image.
Make sure you're on the top layer (=blue).
Merge visible layers.
Open your background layer and activate your bottom layer (blue).
Because you did cut and paste before the middle part will match exactly.
Selections > All.
Selections > Float.
Selections > Selection load/save > Save to disc.
Name it. I named it glitter.
Selections > None.
Layers > Delete.
You have only your background layer left now.
Selections > Load from disc.
Hit 3 times Shift-D to make 3 copies.
Image 1:
Adjust > Add noise/.... > Add noise.
Save as winter-1.psp.
Image 2:
Adjust >Add noise . Noise to 25.
Save as winter-2.psp.
Image 3:
Adjust > Add noise. Noise to 30.
Save as winter-3.psp.
Image 4:
Add noise. Set to 35.
Save as winter-4.psp.
If you like a smaller grain, use 10-15-20 en 25.

My frame property is set to 10 seconds per frame.
You don't have to adjust anything because you have no transparency.
Important is the order of your images.
Winter-1.psp on top and winter-4.psp as your last image.
Your Winterwonderland Frame is done.
