What you need:
PSP 8. Download a 30 day
trial here. I used an image by Claude Theberge.
Right click and copy. Paste in PSP.
More of his wonderful Artwork here.
Effects > 3D-effects > Drop shadow Vert. and Hor. at 2 and - 2.
Selections > None.
Foreground color to #FF9F0A.
Background color to #D3016F.
Click
and use an elegant font.
I used Sloop Script Three. Get it here.
Open your font and minimize.
It's in your fonts dropdown menu now.
I used size 72, if you use another font you have to adjust the size.
Stroke 1,0. Centered checked.
Type the word Paris. Apply.
Effects > 3D-effects > Same inner bevel as before.
Confirm merging.
Effects > 3D-effects > Drop shadow at 2.
With place at the top left.
If you use the same font, the P fits nice in the corner.
With other fonts I don't know. See for yourself what's best.
Now type the word Romance.
Repeat inner bevel and drop shadow.
Place at the bottom on the right.
Stay between the last purple borders.
Layers > Merge > Merge all flatten.
Your Paris Romance Frame is done.
I hope you liked it and learned something new about PSP8.
