What you need:
Eye Candy 3.1 (free) download here.
All the materials download here.
The files are saved as *.psp so you can use them in PSP 7.
Extract Eye Candy to your folder 'Plugins' in PSP.
Extract the !CircleGradient.msk to your folder "Masks" in PSP.
Extract the Kitchen Towel.bmp to your folder "Textures" in PSP.
Open Flx_girl.TTF minimize and you will see this font in your text tool.
Save often.
Let's go. Good luck.....
Open the Scene.jpg you found in the ZIP.
Masks > Load
from disc .
In PSP 7 promote to raster layer.
PSP 8 does it for you with an automatic action.
Click OK when you get this screen.
Find !CircleGradient.
Apply.
Layers > Delete.
Confirm merging.
Copy this image.
Open the Base.jpg.
Paste your copied image (scene) as a new layer.
With mover tool place into the bottom right corner.
Merge all layers.
Image > Add10 pixels.
Color #EBE8F1. You can use your color picker too.
Open the Pearl.psp.
Copy, and paste as a new layer.
Effects > 3D effects > Drop shadow.
Repeat but with Vert. and Horiz. - 2.
Image > Add borders.
Use 25 pixels symmetric.
Color still at #EBE8F1 .
Effects > Texture effects > Texture.
Look for Kitchen Towel.
Apply and keep selected.
Effects > Distortion effects >
Curly Q,s.
Repeat this step a second time.
Image > Add borders 5 pixels.
Selections > None.
Copy pearl.psp again and paste as a new layer.
Image > Resize > 115%.
All layers unchecked.
Repeat the same drop shadow as before 2 en -2.
Merge all layers.
Open the Line.psp you found in the ZIP (= is a vector file).
Copy and paste as a new layer.
With mover tool, put into place.
Foreground color locked and your background color to #A3AAB9.
Click your text tool .
You will see an outline round your vector drawing.
Set your font type first. Look for Fiolex Girls.
Size between 48 and 60. See what's best for your text.
Move your mouse over the Vector line.
As soon as the A turn to the right and gets a
rocker. Click to add your text (see screenshot).
You have a box now to type your text in.
Enter text (see screenshot 2 pic up)!
Type 'Congratulations or Congrats'.
If you did well, you have your text on the curve.
In your layer palette, click the plus sign of your vector layer.
You will see two other layers.
Lock off your new shape layer.
Click the minus sign.
Convert to raster.
Effects > 3D Effects >
Inner bevel.
Color #C7C4C9 and apply.
Copy and paste as a new image for now.
Effects > 3D effects > Drop shadow as before.
Move your slider in your layer palette back to 40.
Effects > Plugins > Eye Candy 3.1 > Glow.
Width at 35, Opacity at 45, Dropoff at Medium, Color #D7B6B5.
Copy the text you did save and paste as a new layer.
With move a little down and to the right.
Pull the slider of this text layer back to 80 and the layer on Screen.
You can add the names of the wedding couple.
I did use Folex girls at size 36.
Inner bevel and drop shadow (only +2) as before.
Layers > Merge > Merge
all layers flatten.
!! ~~~ TIP ~~~ !!
As your base, you can use a picture or photo.
I colorized the picture (second pic down), 183 - 25.
